AN APPRAISAL OF PENSION FUND ADMINISTRATORS IN THE MANAGEMENT OF THE NEW CONTRIBUTORY PENSION SCHEME: A STUDY OF THREE SELECTED PENSION FUND INSTITUTIONS.

The study focused on the Appraisal of Pension Fund Administrators in the Management of the New Contributory Pension Scheme. The problem that prompted this study is the inconsistency of most organizations to render services in accordance with the provisions of rules and regulations. The Contributory Pension Scheme, being recently established in the Nigeria civil and public services, could not certainly ensure full success of the new scheme because the Pension Fund Administrators might not adhere to the terms of best practices arranged for the interest of the beneficiaries. A survey research method was adopted and a questionnaire research instrument was used to elicit information from the targeted population which comprised the Managing Directors, Executive Directors, Compliance Officers and Head of Divisions/Departments in the Pension Fund Management Organizations, the retirees and other stakeholders as beneficiaries of pension inclusive. A Multi-stage (2-stage) sampling technique was used in selecting the groups that fell into the sample. Four null and alternate hypotheses were formulated to guide the study. Frequencies, Percentages and Chi-square were used to analyse the data. The major findings showed that the Pension Fund Administrators play their roles according to the dictates of 2004 Pension Reform Act. Such factors as finance, too many regulations and overlapping functions amongst others, affect them in playing their roles effectively and more so, those problems affecting the Pension Fund Administrators are rated as significantly high. In the light of this discovery, the researcher made some recommendations and suggestions that would enhance the capacities of the Pension Fund Administrators.
