The study investigated the level of access and utilization of ICT resources in Federal (UNILAG) and State (LASU) Universities in Lagos State. Five research questions were raised and three hypothesis were formulated to guide the study to find the ICT literacy level of the academic staff, determine the level to which the academic staff have access to ICT, ascertain their level of utilization of ICT in carrying out official functions, find out the level of difference in use among staff, and also find out the level of ICT competence in the utilization for personal activities in the institutions. Descriptive research design was adopted, and the study was conducted in two universities in Lagos State. The population consisted of UNILAG academic (94) and LASU academic staff (67) of the universities in Lagos State. A total of 161 academic staff of the universities was randomly selected for the studies. A total of 161 copies of the questionnaire were administered and used for the analysis. The data were analyzed using mean ratings and standard deviation for the five research questions, while z-test was used for testing the null hypotheses at 0.05 level of significance. The study revealed that there was no significant difference in the literacy level of ICT resources of academic staff in both universities in the state. Therefore, the null hypothesis of significant difference was rejected. The result of data analyzed also revealed that UNILAG academic staff level of access and use of ICT was not significantly different from that of LASU academic staff in the state. Based on the findings of the study, it was recommended, that academic staff of universities in Lagos State should be given more access to ICT resources through provision of special funds that can be easily accessed and be monitored if need be so that such funds may be used for the intended purpose. It was also recommended that seminars, conferences, and workshop should be organized by the universities for academic staff to intimate them about ICT resources that improve productivity, and ease work stress. Finally, suggestions for further research work were given.
