A STUDY OF THE PROSPECTS AND CHALLENGES OF VALUE ENGINEERING IN CONSTRUCTION PROJECTS IN DELTA AND EDO STATES OF NIGERIA

The purpose of this study is to investigate the prospects and challenges of value engineering in construction projects in Edo and Delta States of Nigeria. The research was by means of structured interviews and questionnaire to construction practitioners. Construction practitioners with working experience of 10 years and above were considered for sample, size and techniques for analyzing data. The data used for this research work were gathered from both primary and secondary sources. Based on the analysis of data collected, it was observed that the term value engineering is not very popular among professionals in Nigeria construction industry. Furthermore, there is no government legislation backing the implementation of value engineering practice in Nigeria. Value engineering benefits were clearly established by a thorough review of the literature. A considerable consensus was also found to exist in when and how best to apply the technique. The success of its application was found to be inextricably tied to the early stage of a proposed project. This study hereby offers value engineering as a technique if back-up with legislation and applied to all construction projects will ensure effective function maximization and removal of unnecessary cost. In view of the above, government should come-up with legislation to back-up the implementation of value engineering practice in Nigeria construction industry and allied profession.
